Internet Explorer: To use access keys in Internet Explorer, press Alt + the number or letter of the access key, then press the enter key.
Firefox: To use access keys in Firefox, press press Alt + Shift + the number or letter of the key.
Opera: To activate access keys in Opera, you will need to switch into access-key mode first. Press Shift + Esc to enter access-key mode, and a list of the available access keys will be displayed. You can then press the appropriate access key to activate the link or form input. To exit access-key mode, press Shift + Esc again. Access-key mode will automatically exit as soon as you press an access key, or load another page.
All pages comply with priority 1 guidelines of the W3C Web Content Accessibility Guidelines and the U.S. Federal Government Section 508 Guidelines.
All pages validate as either XHTML Basic 1.1 or as XHTML 4.0 Transitional. We are currently transitioning all pages to the XHTML Basic 1.1 standard.
Links include title attributes which describe the linked resource.
Links also include the tabindex attribute for mouseless navigation using the tab and enter keys. On most pages, the first tab is to the printable version link. On pages with a second language version, the second tab is to the alternate language link. Further tabs are to links to content in the page body from top to bottom.
As noted above, navigational links include access keys.
The site uses Cascading Style Sheets (CSS) instead of tables for page layout.
Tables are restricted for display of tabular data, such as financial information, forms, database records, etc. Forms include the tabindex attribute for mouseless navigation using the tab and enter keys.
CSS style sheets are validated against the CSS 2.1 standard.
