Changes Proposed for Defense SBIR/STTR Program

As Rick Shindell notes in the latest SBIR Insider newsletter, early-stage discussions have been in the works between Congressman Mac Thornberry, chair of the House Armed Services Committee, and Adam Smith, the Committee’s ranking member, and a new bill, H.R. 1597, is being introduced to address the Department of Defense’s current challenges within its acquisition system.

Some key takeways from this bill proposal as it currently stands:

  • DoD would separate from the rest of the Small Business Innovation Research (SBIR) programs and become permanent. If this were to occur, there would be no need for continued reauthorization of the agency’s program.
  • DoD services would break out from under the Office of Secretary of Defense’s Office of Small Business Programs SBIR umbrella.
  • The legislation can be viewed as a preliminary piece of the 2016 National Defense Authorization Act.
  • The proposed bill is receiving mixed reviews on the Hill and within the DoD service components.
