DoD Issues Call for SBIR/STTR Proposals

Innovative Arkansas entrepreneurs and research institution partners are encouraged to explore topics found in pre-solicitations issued through the Department of Defense Small Business Innovation Research and Small Business Technology Transfer programs.

As the largest agency in the SBIR/STTR program, the DoD seeks research proposals that have the potential for development into a product or service for commercial and defense markets.

During the pre-release period that extends until Sept. 27, prospective applicants can communicate directly with topic authors by phone or email to ask technical questions about specific solicitation topics.

After Sept. 27, all interested applicants must submit questions through SITIS, DoD’s online SBIR/STTR Interactive Topic Information System. On SITIS, the questioner and respondent remain anonymous and all questions and answers are posted electronically for general viewing.

Participating agency components in the SBIR solicitation include the Army, Navy, Air Force, Defense Advanced Research Projects Agency, Missile Defense Agency, and the Office of the Secretary of Defense. All proposals must respond to topic areas that have been identified in the solicitation.

Within the STTR solicitation,
participating components include the Chemical and Biological Defense Program, the Defense Advanced Research Projects Agency, Defense Logistics Agency, and the Missile Defense Agency.

The Air Force and DARPA both have Direct to Phase II options for new SBIR proposals. Details can be found through the agency’s program site here.

Phase I base awards are typically $70,000 to $150,000 in size, and the period of performance is generally from six to 12 months. Phase I applicants may also apply for options that range from $50,000 to $150,000 and extend from four to seven months. Some participating agency components require that applicants propose an option.
